Reading in Ezra chapters 1 – 3 for today, the very first verse gives us the above title…

“Now in the first year of Cyrus king of Persia, that the word of the LORD by the mouth of Jeremiah might be fulfilled, the LORD stirred up the spirit of Cyrus king of Persia, that he made a proclamation throughout all his kingdom, and put it also in writing, saying…”  Ezra 1:1 (KJB)

Cyrus is named in the Bible before he is ever born (Isaiah 44:28;  45:1); at least 100 years before the name is ever given to that new born baby that would be king of Persia, and allow the Jewish people to return to Jerusalem, and to build the temple.

Jeremiah’s prophecy said they would be in captivity to Babylon for seventy years then they would return (Jeremiah 25:11-12;  29:10).  God fulfills every word He speaks.  He leaves nothing undone which He has said.

As with Cyrus letting the children of Israel to return to Jerusalem and their land; so it is today with His Son Jesus.  Every word Jesus spoke are the words of His Father and our Father through faith in Him, and His finished work on the cross.

One of the things we can see in the verse above is that it was the LORD [Jehovah YHWH] who stirred up the spirit of Cyrus.  It is the LORD who turns the hearts of kings to do what is right for the purposes of fulfilling His word (Proverbs 21:1).
